Authority to Fundraise for Barnardos
An Authority To Fundraise constitutes an agreement, whereby the following terms and conditions will be binding for Barnardos Australia (“Barnardos”) and you, the Fundraiser. The ‘Fundraiser’ is defined as the individual, group or organisation conducting the fundraising activity.
Barnardos will issue an Authorisation to Fundraise on the basis that:
- We receive a completed online fundraising registration form
- The fundraising activity represents Barnardos appropriately, upholding our mission and image
- The fundraising activity produces a reasonable net return
- The Fundraiser can supply a record of income and expenditure with supporting receipts and invoices within four weeks after the conclusion of the fundraising event upon request
- The fundraising activity is not considered high risk
The Fundraiser is not authorised to use Barnardos as its beneficiary charity until it has received the Letter of Authority. Any changes to the details provided in the fundraising registration form must be communicated to Barnardos prior to the fundraising activity and may result in a new Authorisation to Fundraise to be issued. Permission to fundraise is issued for a period up to 12 months.
The Letter of Authority will contain a Fundraiser ID number that should be included in all correspondence with Barnardos.
Organising the Fundraising Activity
Due to limited resources, Barnardos is unable to take a coordination role in the fundraising activity: financial management, human resources, promotion, operational logistics, sponsorship procurement and soliciting of prizes. Where possible, advice and support will be generously offered.
The fundraising activity will be conducted in the name of the Fundraiser and is the sole responsibility of the Fundraiser. As such, the Fundraiser is required to obtain and maintain any necessary insurance, permits, licenses, consents and authorisations required for the activity. For example, permits may be required by councils and shopping centres for events in their area/ on their premises, and state/territory government permits may be required for the conduct of raffles. There are also regulations relating to liquor licensing and preparation of food. State/territory guidelines vary, so you will need to contact your relevant state/territory government body for details. It is recommended you carry out a risk assessment to identify any potential hazards.
Barnardos does not endorse any fundraising activity that involves door knocking, open bucket collections, violent or dangerous activities, or any activities that do not fit with Barnardos values.
If you plan to solicit contributions, sponsorship or in-kind gifts from businesses, the list of potential business sponsors must be reviewed and approved by Barnardos prior to approaching. This is to ensure potential business sponsors are not already supporting Barnardos.
Money Management
All financial aspects and record-keeping are the responsibility of the Fundraiser. The Fundraiser must comply with the Charitable Fundraising Act and Regulations in your state/territory.
It is a requirement of the charitable fundraising legislation that within four weeks of the conclusion of the fundraising activity, all proceeds are to be submitted to Barnardos along with the Fundraiser ID number and a record of income and expenditure.
Barnardos cannot pay expenses incurred by the Fundraiser but expenses can be deducted from the proceeds of the fundraising activity, provided they are properly documented. The Fundraiser must take the appropriate steps to ensure expenses do not exceed a fair and reasonable proportion of the gross proceeds (as a guide, total expenses should be less than 30% of total proceeds).
Individual receipts can be issued by Barnardos if the supporter makes a donation of $2 or more and proceeds from the fundraising activity have been received. Note: when the supporter has received goods or services in return for money given (e.g. purchased raffle tickets, event entry), a tax-deductible receipt cannot be issued.
Media and public relations
The Fundraiser is responsible for generating publicity and Barnardos can provide support and collateral such as fact sheets about our work, case studies and clients stories.
All media materials and press releases must be approved by Barnardos prior to distribution. Barnardos must be notified of all planned media activity in advance, and of all unplanned media activity immediately. Any approach made to celebrities for support must be discussed with Barnardos and approved prior to any contact being made.
The level of support for Barnardos must be clearly stated on all materials and correspondence relating to the fundraising activity, e.g. 100% of proceeds will be donated to Barnardos.
The use of Barnardos name and logo
Barnardos must always be identified as the ‘beneficiary’ or ‘charity partner’ of the fundraising activity. In naming the event, ‘Barnardos’ or ‘Barnardos Australia’ should not be used however the fundraising activity may be promoted as ‘proudly supporting Barnardos’.
Prior approval must be sought from Barnardos for any promotional materials associated with the fundraising activity, including the use of the Barnardos logo. Permission for logo usage may attract conditions, negotiated between Barnardos and the Fundraiser, especially if the use of logo is for marketing activities of an organisation (a minimum donation may have to be guaranteed).
Participation of children
Conditions apply to the involvement of children in a fundraising activity, please contact your local relevant authority for further information regarding requirements in your state or territory.
If you intend to involve children in your fundraising activity, Barnardos requires appropriate permission and adult/parent/guardian supervision. For the purpose of fundraising, Barnardos considers a child as anyone under the age of 18.

Termination
Barnardos reserves the right to terminate the agreement relating to the fundraising activity with immediate effect and at any time if there is a likelihood of the Fundraiser failing to adhere to any of the above terms and conditions.
